Shouldn't there be "have"

This is quoted from cnn health news article and i see that either i am wrong or it is written without "have".

Here are two sentences" Scientists tested three Craze samples from three different suppliers, according to the study. They found N,a-DEPEA in all three - about 20 to 35 milligrams of the drug in a serving size of the supplement."

Shouldn't it be "have" after "scientists" and also "have" after "they"?

Anonymous Shouldn't it be "have" after "scientists" and also "have" after "they"? If the writer writes in simple past, there is nothing wrong with that. Simple past tells us that the testing and findings are concluded.
