Shouldn't it be "in" nstead of "at"?

The following is from a local newspaper.

Miss Zhou lives at a condominium in River Valley Road.

Shouldn't it be "in" instead of "at"?

Thanks.

tamguatlay Shouldn't it be "in" instead of "at"? I would have thought so, but it is not an important point; perhaps it refers to a large structure at a distance containing many condominiums.
