The first bit doesn't ready well.
There are some people you shouldn't force to buy the package, other people you can force them to buy it.

The two parts of the sentence do not fit well together.
Do you mean shouldn't or can't?

ie Some you can't. . . , some you can. . . . Is this your meaning?
