Should "workers' be capitalized?

"Developing better workers and creating better jobs is our creative responsibility," said Mr Lee. Each tripartite partner must do its part: Workers/workers must make the effort to train and upgrade themselves.

Should "workers' be capitalized? I think either version works. Am I right?

I would say so. Yes. I follow the convention of capitalizing if there is an independent clause after the colon.
