Should vs will

Could you tell me what are differences between the following sentences?
Thank you.

A. China does not wish to be silent anymore and should raise its own voice toward political, economic and even territorial issues.

B. China does not wish to be silent anymore and will raise its own voice toward political, economic and even territorial issues.

If you say someone (or, in this case, a country) SHOULD do something, you are making a recommendation about what they should do.. If you say someone WILL do something, you are reporting on their intentions.

Actually, I hope to use that 'should' as a guess, like the following sentence.

The roads should be less crowded today.

Could you tell me how I can express that idea if my usage of 'should' sounds awkward?

Instinctively you know that "the roads should be less crowded" is a prediction because you can't make a recommendation to a road, but you can say what you think a country should do.

For your first sentence, you could say "may" or "will probably" to avoid the "should as suggestion/recommendation" problem.
