Should VS is to

I know "should" and "is(are) to" is different but perhaps little bit similar at all

1. you should finish your homework by 12

2. you are to finish your homework by 12.

Does 2 sound just too imparative?

`You should finish...` is a suggestion.
`You are to finish...`is a command.

If so, what's the difference between 1. 'Finish your homework by 12' and 2. 'you are to finish your homework by 12'?

Is 1 an imparative? but not as strong as 2? Does 2 sound like army version? You are to clean up the room right now! (Or you'll be beaten) <=?
