Should there be - correct as second conditional?

Hi. Please help. Is it correct to take (think of) the following sentence with the phrase "Should there be" in the if-clause as a second conditional sentence?

Should there be another strong hurricane, the people here would/could suffer greatly.

By the way, could this be correct - making it a first conditional sentence?

Should there be another strong hurricance, the people here will suffer greatly.

The correct usage would be :

" Should there be another strong hurricane, the people here could suffer greatly"

The second sentence is would not be appropirate.

"Should there be another strong hurricance, the people here will suffer greatly."

I take "Should there be" to mean "If there is", so only the last version sounds completely correct to my ear:

Should there be another strong hurricance, the people here will suffer greatly.
