Should there be a comma before "who"? If not, what is the reason?

Because we don't care that he has two sons eleven years old. We do care that he is the father of two boys found dead.

No, because the who-clause says more specifically which boys they were. It's not just a parenthetical remark saying "Oh, by the way, the boys are dead".
