Should there be a question mark at the end of the sentence?

Based on this connection, may I add that as I have mentioned earlier, the teaching of the four Kalpas was taught about 3000 years ago as one of the Buddhist doctrines and it taught that something would form from the condition of Emptiness?

No. In this case "may I add" is not a real question. Another comma is needed before "as", and I would move "that" after the following comma.

No. In this case "may I add" is not a real question.

Another comma is needed before "as", and I would move "that" after the following comma.

"the teaching ... was taught ... and it taught ..." is not ideal

I am not knowledgeable about the subject matter, so I am guessing somewhat. Does it make sense to say that the four Kalpas were taught? Perhaps something like the following would work?

From the dates I've read, I wonder whether "about 2500 years ago" would be better, but I defer to your knowledge of this.
