Should there be a comma here?

I this part of speech below, should there be a comma after 'shouted', or a full stop?

...I looked at their horrified faces.

'WHAT?!' I shouted, 'IN FACT, EVERYONE CAN GO. YOU CAN ALL LEAVE.'

For proper punctuation, use either a question mark or an exclamation mark, but not both.

Indeed. The use of all caps, an exclamation mark, and the word "shouted" is an excessive combination of cues for your reader.

Don't write an entire sentence in all caps.
