Should there always be a comma after a nonrestrictive clause?

Hello,

Should there always be a comma at the end of a nonrestrictive clase?

Thanks!

g. "The woman, who had red hair, looked familiar" (or sometimes dashes are used). Obviously there are other cases, such as when the clause ends a sentence, when it would not be followed by a comma.

If it is an insertion then there should be commas before and after, e.g. "The woman, who had red hair, looked familiar" (or sometimes dashes are used). Obviously there are other cases, such as when the clause ends a sentence, when it would not be followed by a comma.
