Should the "to" be omitted here?

After a long legal process, Glob Domestic was forced to stop making its competing dishwasher and ____ Juana several million dollars.

A. to pay B. pay C.paid

I think both "B" and "C" are correct. Right? What about "A"? Thanks.

B seems most natural to me. A is also possible. To my ear, C is the least probable.

I am for "B" becasue "to" was already expressed and understood in the earlier mention: "....forced to stop ... and pay.
