Should the quotations be used or not?

Hi teachers,
If the following phrase is going to be use for the title of a unit, should the quotations be used or not?
‘Be going to’ and First Conditional: Reading & Writing Activities

Both Be going to and 'Be going to' are possible. I use upper-case letters for BE to indicate that it represents all forms of the verb, am, is, was, etc.

Both Be going to and 'Be going to' are possible.
