Should the comma be inside the closing inverted commas instead?

My friend said, "Just be patient. Your turn will come after I have been queueing for an hour for the concert tickets", forgetting there was a limit to one's patience.

Shouldn't the comma after "tickets" be inside the closing inverted commas instead, in British English ?
