Should or Have to?

Hi all,Students in most EU countries ---- wear a certain school uniform when they go to school.--- should--- have toI think that both of them are fine here, but the author of the question insist that only "have to" is acceptable. What do you think? What makes "should" incorrect here? Thanks in advance.

Only 'have to' suggests an obligation/rule that is obeyed. 'Should' suggests an obligation/rule that may not be obeyed.

In this context, 'should' expresses an opinion that a certain course of action is good. It's anomalous to express an opinion about only some students, but not others. Why would someone find the wearing of uniforms to be a good idea in most EU countries, but not in all of them? If it's a good idea, it's a good idea for everyone, isn't it? There is no explanation given for this odd opinion.

Every country in the EU has its own set of laws governing school uniforms, so the fact that students have to do this in some countries but not in others is quite unremarkable. Therefore, 'have to' makes sense, much more sense than 'should'.
