Should or Have to?

Hi all,

Students in most EU countries ---- wear a certain school uniform when they go to school.

--- should
--- have to

I think that both of them are fine here, but the author of the question insist that only "have to" is acceptable. What do you think? What makes "should" incorrect here?

Thanks in advance.
