Should it be had not declared instead of did not declare?

The Lotus Sutra proves that Nichiren Daishonin is the true sage so if he did not declare it, it would have been considered a contempt.

Should it be had not declared instead of did not declare?

Thanks.

It is an uncountable emotion.

The Lotus Sutra proves that Nichiren Daishonin is the true sage, so if he had not declared it, it would have been considered contempt.
