Should it be had been instead of was?

Police had earlier issued a notice on 14 January, saying that 32-year-old Gerald Tan Wei Jian was missing since 2 January. On that day, he was seen at about 2pm along Kheam Hock Road wearing a green T-shirt with olive-green bermudas.
