(By 'staff', I presume you mean those working at the College who are not members of the academic staff.)

Let's look at it like this:
British Airways are pleased to announce new service from London to Denver.
United Airlines is pleased to announce new service from Denver to London.
It's an AmE versus BrE usage, and both are acceptable. Even though I'm am an American, I prefer "are" - a personal preference only.
