Should it be active or passive voiced?

Hi,

I am not sure if I should say this in passive voice. Is it okay to say," Test trials will finish by mid-December"? or it is better say "Test trials will be finished by..."? Since the actual person will finish the trials. Does it matter if the sentence is used in paper/writing or in public speaking?
