Should I use "one thing?"

What surprises people who visit that country is that many people don't apologize even when they bump into each other.

Should I use "one thing" instead of "what" to imply that there should be many things that surprise them, but one of them is the following? Do you get the impression that "what" means "only one thing?"

I agree that "One thing that surprises" is better than "What surprises" if you want to imply that other things, too, might surprise people. CJ

I reckon that you should instead of "what" write "One of the issues "... It sounds better to me if you would like to imply that there are many things to surprise people.

Anyway, I was referring to the example: One thing that surprises foreigners~. In that sentence, I should use 'one thing' to imply that there are more than one things that surprises visitors. But in the example, what we believe we~, I can stick to 'What' instead of "things which/that." I was jus
