Should I use is after and in the sentence?

Bengali nation will wake up with new enthusiasm pinning/encompassing this month and "IS" begin new arrangement to make secular progressive Bangladesh, keeping this month ahead with firm determination to turn grief/mourning into power.

Is it wrong if I don't use it?

Sorry. I made a terrible mistake. I wanted to write "and WILL begin new arrangement" but wrote IS instead of WILL.

Now how is it? is WILL necessary to use after and?

No. You already have "will" with the first verb "wake up." It is not necessary to repeat "will". It is not wrong to repeat it, either.
