Should I use 'as per' for expressing one-on-one things?

Hi experts,


If I want to ask about whether something is created based on the number of the other things or not.

e.g. Everybody should have one toolkit.


How should I express in this kind of scenarios? Can I say , is this toolkit as per person? or This should be one toolkit per person, please don't mess it up etc...
