Should I use 'and' or 'or' in this sentence?

Should I use 'and' or 'or' in this sentence? Please help me fix this written statement.
  • Terrorists could have different ways of using nuclear materials as tactics like attacking nuclear facilities, purchasing (and, or) building nuclear weapons, (and, or) diffusing radioactive materials.

Terrorists could have different tactics (of/in) using nuclear materials like attacking nuclear facilities, purchasing or building nuclear weapons, or diffusing radioactive materials.
