Should I say 'to understand' or 'understanding'?

Should I say 'to understand' or 'understanding'? Can I use these expressions interchangeably based on the context of the sentence? I guess I can. What do you think?

The history professor thought that his students would have a hard time (to understand, understanding) the so-called "twilight of the Cold War."
