Should I really use a colon (:) between 'plan' and 'to' in the sentence? Or should I remove it? Please help me. Thank you.

Remove it.

You can leave out the colon, and probably should if you don't need any special emphasis.
If you want more emphasis you can still do this without a colon.
... her plan, which is to file a lawsuit ...
Personally, I wouldn't use a colon.
