Should I put 'by'?

"For 1% increase in unemployment rate, the fatality rate falls by 0.008803, which means (by) 88.03 fatality accidents per 10000 licensed drivers. "

I know it's just a statistic, but it doesn't seem quite right to me to speak of .03 of a fatality..
I'd say eg approximately 88 fatalities.
Or 8803 fatalities per million
