Hello! Could you help me, please?

How is that possible to say the following, and what is the meaning then?

I think people should have to pay something.

Isn't it a strange construction?

'Should' is a kind of advice and
'Have to' - obligation, no?

Besides, they are two modal verbs. Can we use two modal verbs in one cluster?

'I think X should' is, as you say, a kind of advice (or recommendation;. It is possible to advise the imposition of an obligation, so 'I think people should have to pay ...' is fine.
