"should have p.p." or "had to"

Hello everyone. I have a question.

Regarding the following two sentences:

(A) I should have called you last night, but I was too busy.

(B) I had to call you last night, but I was to busy.

I know that (A) is better than (B), but is (B) totally wrong?

Besides, if (B) is wrong, how about this one? --

(C) I had to call you last night, but I was too busy to do so.
