Should have PP for a strong guess about the past

As I know 'should have PP' is for the case of somerhing you did not do in the past and regret. However I came across that expression used as a strong guess like 'must have PP'. Is it possiboe the below sentence is used as a strong guess for what a person did in the past?


"I believe he should have finished his homework by 5 PM "

There is a difference in British and American English. I represent the American English interpretation.

I believe he finished his homework by 5 PM.  

(Most common. You think this happened, but are not sure. e.g. Someone told you yesterday that this happened, but you are not too sure your memory is accurate.)

I believe he must have finished his homework by 5 PM.
