Should have PP

Hello....

Jackson says that in death, Diana became regarded as a saint. With that in mind, the reaction to this photo should not have surprised her. It depicts Princess Diana and Dodi Fayed with a baby, presumably the baby they might have had together had they not been killed in Paris.

The underlined part....

Does it mean (A) guessing, "I guess this photo didn't surprise her"

Or, (B) this photo surprised her, but it should not have surprised her. As in, "You should have let them do that but you did."
