Should have or may have

All parents (1) should have received a copy of information about the Westfield High School Wildfire Action Plan sent home with students at the start of the year. It is vital that all students and staff know what to do (2) should we face a wildfire.

(1) Contextually, do you think the first underlined phrase changed to "may have received".

The "should have received" sounds like regretting about not having received.

(2) Is the second underlined phrase correct? Is it like "if we face a wildfire"? If it's got that meaning, is it correct grammatically?
