Should for obligation/advice

I can hardly distinguish the difference between should for advice and should for obligation.

Can anyone explain it for me?

1.You must/should write the report. The boss will be furious if you forget. "Should" is an advice here or obligation?"

I think people who live in flats shouldn't have dogs. To me in this sentence "should" is an opinion not an obligation or advice.
