Should come as little surprise

It should come as little surprise that he makes $10 dollars a year given his talent.

Does it make sense to mean that people would not be surprised to hear the fact that he makes $10 a year because they know how talented he is?

You may be misinterpreting the sentence. $10 a year is, I think you know, very little money. With that in mind, think of the sentence like this:

It should come as little surprise that he makes
