Should be/Will be - have shown/have been shown

I am taking a placement test and one of the questions is the following one:

- "It's Walter's birthday on Friday. He ____ be 30, I think"
A. should B. can C. will D. shall

The key to the test says "C. will" is the correct choice, couldn't I also say "B should" if I'm not sure what age Walter is?

Another one I'm not sure about is this one:

- "Speed cameras ___ shown to reduce accidents"
A. have B. have been

The key says "B. have been" is the correct one... I'm a bit puzzled as I was sure it was A (active form) and not B (passive form). Why is the passive one the correct form?

Thanks!
