Can I say this?

-The money spent on space exploration should be (not should have been here) spent on improving (no the) livelihood of the people.

SHOULD BE here is referring to the general way this type of money ought to be spent, not a particular amount spent in the past, so I think SHOULD HAVE BEEN is wrong; do you agree?
