Should be lower & nine to two for Chelsea ?

I'd like to ask you two things.
[1]Therefore,I believe the cost of the work should be no lower.
- This sentence means "so I think we have to decrease the cost of the work.Does it right?
I think it should be okay even though it's said " I believe the cost of the work should be lower". Why do they put "no" in the sentence?In the sentence, what is the meaning of "no"?
[2]It was nine to two for Chelsea.
- Does it mean the score Chelsea gained was nine?
