Should + be, is or was

Dear everyone

It's essential that every (should) be here on time.

I believe we can use with should or without should on the above sentence.

But on my book, I am confused below explantion.

"This form(be/do/have/apologise etc,) is sometimes called the subjunctive. it is the same as the infintive(without to). you can also use normal presents and past tenses;

it's essential the everyone is here on time."

would anyone explantion why we can use present and past tenses like is or was instea of be on the sentence ?
