Shortly before

Hi teachers,

He prefers to back winners, and had no qualms changing horses in 1997 shortly before Tony Blair's Labour Party retook Parliament.

1. Would you please tell me which action first, and which is second?

2. Does "shortly" modify the action of "changing horses"?

Thanks

1. He 'changed horses'.

2. The Labour Party retook Parliament.

'shortly' modifies 'before'. 1. happened before 2., but not much before 2 - only shortly before 2.
