Shorter and informal question form

Hi. Let's say you are trying to shorten the question, "What is the will of God?" I can see this question could be ambiguous without context, but can you help me? Can we write this?

Will of God?

Or should it be this?

The will of God?

Those are not questions. It's not clear what kind of answer you expect, ,r even if you want an answer at all. eg If you say The will of *** to me, I might say 'No' or I might say 'Friday' or I might just smile.
