Shortening sentences

Hello,

I'm wondering how far I can shorten this sentence:

Contracts were waiting to be signed and workers were waiting to be employed.
Contracts were waiting to be signed and workers to be employed.
Contracts were waiting to be signed and workers employed.
Is the last version grammatically correct? I think, if it is, it would be better written like this:

Contracts were waiting to be signed and, workers, employed.
