plz guys help me figuring this thing out , my final exam is tomorrow
and there is this tough question .. it's really confusing me ,,
Shorten the clauses with who,which or that..
1.KFUPM , which was founded in 1963 , is one of the smallest universities.
I'm pretty sure that we can shorten it as this
KFUPM is one of the smallest universities.
because that won't affect the meaning "we still have a proper sentence" , another reason is that we have TWO commas around the clause
now see those examples
The students who were sent to England learned to speak excellent English .
I believe that we can shorten it as this
The students learned to speak excellent English .
because that wont affect the meaning , But the problem is that we don't have TWO commas around the who clause.
so is it right ???
Another one is
The quantity of the mail that is handled by the postal service has increased .
I believe that we can shorten it as this
The quantity of the mail has increased .

am I right in non-affecting the meaning point
