What does 'shortcomings with women' mean?

Although they are often interchanged, I don't see 'shortcoming' and 'fault' as synonymous.

a fault - eg Tom's hobby is restoring antique cars in his living room. Most women would see that as a fault.

a shortcoming -This suggests that Tom falls short of what is required in some way.

eg Tom is not amusing enough. eg Tom is not romantic
