We have a shortage on water. Or

We have a shortage of water.

Can we ever say shortage on...something?

It's not quite right. These two are my favorites.

We have a water shortage.
We are running short on water.

Nevertheless, 'shortage of' sounds OK as well, but 'shortage on' does not.
