Shortage

Hi,

Although the medical sector is crying out for nurses and complaining of shortages, we should not simply fill vacancies and compromise on the quality of nurses.

Why is 'shortage' in the plural? (I'm quite sure it refers to a shortage of nurses only)

Can I replace 'shortages' with 'shortage'?
