Short writing

The following is a dispute notice describing an incident. I am confusing on the usage of tense. Also, please comment it and show me the way to make this short notice more convincing.

I am writing to dispute a traffic violation ticket issued on 03Dec2008. The ticket was issued by a police officer riding a motorcycle. The description is fail to display the rear licence plate.

In fact, I leaned the licence plate behind the rear window against the rear seat head-rest with angle. I believe that the licence plate can still be seen from behind.

The screws holding the licence plate were becoming rusty. I was afraid that the screws will be broken one day, and the licence plate will fall on the ground when I am driving. I have already put my licence plate back to the proper position with new screws.

The issue of the ticket is not reasonable, because I was not failing to display the rear licence plate. I put the licence plate in an alternative way to avoid it from falling which may cause inconvenience for other drivers.
