Does "short of terminating its service to him" mean "unless terminating/stopping its service to him"?

Background info:

For example, Bunt vs. Tilley, an injunction against an Internet service
provider to "prevent" defamatory postings by its client was refused
because it would be impossible for it to comply short of terminating its
service to him and an order to do that would be pointless because it
would be easy to obtain equivalent services elsewhere.

The text is picked up from a legal tome. You see the writer has used "him" to refer to "the client". Would a feminist protest when she reads this?

If the client in question was a man, it is fine to refer to this man as 'him'..
