Short of brains vs short on brains

Hi,

Can anyone explain the difference between:

a. He's short of brains.

b. He's short on brains.

These two have been discussed in English Prepositions Explained by Seth Lindstromberg, but I haven't been able to get the difference.

Thanks for your help.

What did Seth say the difference was? Personally, I wouldn't use "of" in that sentence, so I'm curious. CJ
