More likely,

No cheese, and extra tomato sauce.

I've never heard of "pizza sauce".

Tomato sauce contains tomatoes, so I imagine that pizza sauce contains pizzas.

A pizza, by definition, contains cheese, so this would be a very unusual one, just crust, pizza sauce, and toppings other than cheese, for example: pepperoni, green peppers, olives, onions, anchovies, hamburger, spinach, mushrooms, etc.
