'shipping and handling', 'postage and handling' is / are

Are these correct, or should I go singular?

'Shipping and handling' may be two tasks that are a part of one service. Ditto for 'postage and handling'. Unsure of which verb to use – singular or plural.

Shipping and handling are included.
Postage and handling are included.
