"device" sounds inadequate for me, because it is usually more like an implement or tool, rather than an application like in your case. Maybe: "as a means of sealing ships".
Personally, I found the word "to seal" difficult to understand in this case (then I got it! -- there are so many meanings of seal), maybe it is clearer to write: "as waterproof coating for ships

thank you for helping me. This text is titled Oil, petrochemical and plastics industry so if packing or sealing is used among the experts I have to use it. I have found these expressions in a special dictionary for these branches of industry, but who knows perhaps it is dated. If you know anything about it, please tell me.

Sure, "seal" is an exact and good term if the readership is accustomed to such terminology. With my suggestions I had a more general audience is mind.
